Senator Martin moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. Senate Bill 939—A BILL to amend the Code of West Virginia, 1931, as amended, by adding a new section, designated §16B-13-4a, relating to testing and basic services for substance use disorder; and setting forth testing and basic service guidelines for medication-assisted treatment facilities.
